Pegram, of Dinwiddie County, Va., spent his career in the military first in the U.S. Navy, then the Confederate Navy where he helped organize the Virginia Volunteer Navy and commanded the Nashville (cruiser) and the Richmond (ironclad). In 1853, Pegram took part in the U.S. Surveying Expedition in the North Pacific to open up trade that resulted in a treaty between the United States and Japan the following year.
